A useful intake process asks enough to make the request comparable: the problem, intended outcome, urgency, dependencies, risk, estimated effort, and accountable sponsor. It should not force a complete business case before the idea is understood.

Use a single entry point, a short discovery step, and a clear decision cadence. Then publish the outcome, rationale, owner, and next action so teams know what the decision means.
